[Vol. 5] Structuring Skill Development and Evaluation for Foreign Employees
Updated: Oct 19
Hello everyone, I am Yuko Mori, a Certified Administrative Scrivener (Gyoseishoshi).
To encourage the retention and engagement of foreign talent, a growing number of companies are integrating Japanese language and professional skill development into their internal evaluation systems. For instance, some businesses utilize learning logs from cloud-based educational platforms as incentives for promotions and pay raises, or offer monthly qualification allowances for passing upper-level exams like the JLPT N1. Other practical approaches include assigning foreign staff to lead morning meetings or covering language exam fees to foster proactive learning.

These skill-building initiatives directly contribute to career development and technology transfer within the organization. Typical examples include appointing employees to leadership or managerial roles upon passing national skill tests, and establishing native-language training systems to support advancement to the "Specified Skilled Worker (ii)" status. Local governments are also increasingly assisting such efforts by offering subsidies and advisory services to businesses serving as model cases for developing skilled talent.
Establishing a structured framework that fairly evaluates abilities and outlines a clear career path significantly boosts foreign employees' motivation and retention. In our next column, we will focus on case studies highlighting living support systems and communication strategies that further build trust and long-term commitment.
